She has Seiko's genes, Ryoko and Yuuko both developed early. Its part of their charm that they're all small but they develop very quickly in some areas. Its like a draph, part of the charm is they just develop that way naturally.
One nice detail in the manga is Ryoko very clearly is huge for her age, while the anime just erased it entirely because it was "too controversial". Even though it was one of the things that gave the story its soul. The anime cut out a lot of small details like that. Mikan's eye color, Momo went from small to flat in the anime, Shamiko's hair color, lotta small character aspects were changed.>>270995295

I thought she was normal size, Mikan and Lico big size and Shami/Seiko super big.

This is important.

That being said, Mikan’s eye color was probably a good call.
