What Really Makes Saturn The God of Time?
I don't belive Saturn is the God of Time solely because of it's slow 30 year orbital period around the Sun.
Media like Interstellar and the Megaman Games imply that Saturn is somehow related to Black Holes, Saturn worship is also tied to the Black Time Cube or Tesseract.

If this is the case then how does Saturn do this? Does it have a Black Hole at it's core and it's rings are an accretion disk? In order for it to manipulate time it has to do this right?
The Portal in the ending of Tron Legacy also looks a lot like Saturn's North Pole Vortex.
