When a feral animal, or otherwise bestial or mindless thing is made either sapient or more like a human, mentally and socially speaking. The uplifted subject must either be a member of an uplifted species, or have been turned from a non-sapient being into an actual person. It also counts if sapient character that lives or acts like an animal - despite being intelligent or able to speak - is made to be more human-like, though that's a bit more strict in that attention specifically needs to be paid to that aspect.

Note:feral_to_anthro transformations aren't enough, the subject needs to either be visibly non-sapient before being uplifted, or it needs to be clear that they've become more of an actual person. Things like originally being a realistically drawn non-sapient animal, starting to wear clothes due to a gained sense of modesty, gaining a visibly more intelligent or expressive face, gaining the ability to speak, or being shown marveling at their new intelligence count in that scenario. Posts with subjects that have undergone intelligence_growth only count as uplifted if the character didn't qualify as having at least the mental complexity of a person beforehand.
