spoiler

Volo is actually the secret antagonist of the story, as revealed in a post-game side quest. He is a devotee of Giratina, whom he summoned to provoke Dialga, Palkia, and Arceus into appearing so he could take their power for himself. He serves as the game's superboss, pitting the player against Giratina after a full set of six Pokemon.
